The purpose of our drug testing program is deterrence not punishment. Drug testing is required for each applicant of Victory Clubs and consent must be provided by the legal guardian for applicants under 18 years of age. Drug testing may include drugs of abuse, nicotine (Cotinine), alcohol and Vaping (including but not limited to nicotine, cotinine, Propylene Glycol, Glycerol, and flavorings). Specimens to be tested may include urine, oral fluid and/or hair.

Testing will be required for initial membership into Victory Clubs and random testing at your school site will be conducted on an unannounced basis no less than twice each semester. Random testing shall be conducted using a computer program with a scientifically validated selection process for selecting a percentage of students for each testing event. Each student is eligible for random testing at each testing event, so it is possible for a student to be selected more than once per semester.

The entire testing process will be conducted under guidelines and standards specified by the Federal Government. Our accredited laboratory partners test for adulteration and substitution products (attempts to cheat on the drug test).

All results and information gathered in this testing program are confidential. Test results will only be provided to legal guardians for members under 18 years of age and directly to members who are 18 years of age or older. No test results will be provided to any organization, law enforcement, or outside agency of any kind. Only the applicant/member, legal guardian for those under 18 years of age, and Victory Clubs executive staff (pass/fail information only) will have access to results. Additionally, only the applicant/member and legal guardians of applicants/members under 18 years of age will receive complete results and have authorization to discuss any matters regarding the drug testing.

False positives will be eliminated with lab confirmation of non-negative results and medical review by a licensed physician (MRO) who will discuss any medical explanation for positive drug test results with members 18 years of age or older or a legal guardian for members under 18 years of age prior to releasing such result. Confirmed results verified and review by the medical review officer are final. The only challenge option is a retest of the same specimen at a separate HHS certified laboratory at the expense of $150.00.

Confirmation testing of all non-negative results will be performed by a laboratory certified by the United States Department of Health and Human Services (HHS). A confirmation test can definitively detect individual compounds by matching them to a commercially prepared reference standard using one of the following methods: GC-MS (Gas Chromatography - Mass Spectrometry), LC-MS/MS (Liquid Chromatography, or GC-MS/MS (Tandem Mass Spectrometry)

Caution: CBD contains THC and the products on the market often have more THC than advertised. Testing cannot determine where the THC came from (CBD or Marijuana). It is advised to use CBD products at your own risk.

If a drug problem has been identified, intervention and then treatment, if appropriate, can begin. In addition, you will also have the opportunity to be referred to Centerstone Behavioral Health, an accredited non-profit health system that provides mental health and substance abuse disorder treatments. Services are available nationally through the operation of outpatient clinics, residential programs, and the use of telehealth.

We recommend you contact the drug collection site before you arrive to confirm their requirements, however, you will need an official form of identification such as a passport, driver's license, school identification card, etc. Applicants over and under 18 years of age will need to present picture identification to the drug collection site staff. Applicants under 18 years of age must take a parent/legal guardian with them to the collection site.
